Recently I sold an item to a person in Italy
they paid for the item on Nov 9th, I sent the item within 5 days, and it left me no later than the 15th.
The item was sent standard economy airmail, and this time of the year can take over 4 weeks to get to some locations in the world.
On the 17th of December the buyer lodged a item not recieved to paypal.
What can I do to resove this issue? (copied from resolution centre)

Issue the buyer a full refund.
I can provide tracking information.
The buyer has already been refunded and I can provide proof of the previous refund. -----
Since the item was not registered and I have no tracking information, I'm stuffed, and not only that, but it's completly likely that the item is still going to arrive... based on other peoples experience I'm going to be forced to refund, and their most likely their going to get the item.
The above options are it, I cant say anything else.... can't mention that it may not even be there yet, I'm in the wrong, even though this person has a feedback of 7, and I have over 350.....

Insist on registered (tracked) mail at all times, and charge for it. That's all you can do. Bad situation Brendan. I'm sorry to hear you have to deal with this shite (and it's worse that it's at christmas, too )

Have you previously written an email to him, explaining that you won't be held responsible if the item gets lost ? If yes, try sending a copy to paypal and see where that leads you. A month is a long time even at this time of year. The problem with this deal is that the buyer might already have received the item - there's no way anyone can really know! Do you have a money balance in your paypal account ? Withdraw it, or buy something.. :smile: Remove credit cards from your account. Hmm.. I can't think of anything else. If they suspend your account for this stupid reason, you can always create another later..

Forchantly I found a reciept, so I guess I'll wait and see, the price charged on it is exactually the same as the price listed in the australia post international postage booklet, so thats got to help...
however I have heard without registered post, im probably stuffed...

Yep, U'm Fu%^ed, I rang paypal, becasue there Fax number was not working (big suprise)
unless it's a registered reciept, it will go in the buyers favor (period), even though my auction clearly stated that postage insurace was extra.
I have appealed to the buyer, providing my reciept, date and stating that insurance was extra, and they did not wish to purchase.
overall I'm not very fu^&ing happy.

"Please find the attached postage reciept showing the cost of 17.50 on the 15/11 to send th item to you via economy air. I have spoken to the PO, and they said it is probably still in customs.
My auction clearly stated that postage insurance was extra, you did not purchase insurance. It is not my fault (period)
According to paypal you will most likely get your refund, and my item. YOU ARE A SCAMMER AND YOU WILL BE GETTING NEGATIVE FEEDBACK UNLESS YOU DROP THIS."

A few points to consider:
The more good feedback points you get with ebay, the more protection paypal will offer to a Buyer. You get the points, they protect the buyer.
Even if you state in your Auction that postage insurance is extra, and lost shipping is on them, it don't mean squat.
Determining a suitable timeframe for delivery is up to the buyer, if they don't get it quick enough, they can state "I didn't get it", watch out. Paypal does not look into these timeframes.
MENTAL
If the buyer does not back down, and I pay, I'm going to subscribe their email & address to every list I can get my hands on, there going to wish they never heard of me.

This exact issue was discussed in previous 'paypal' threads. It's a sad fact that if the buyer wants to claim a refund, whether he has received the item or not, there's nothing you can do about it, unless you've got a proof of postage.
So, papypal is bad for sellers and some of the time, bad for buyers (i.e. they try to claim back but get some or none of the money back) See the ebay on TV thread. Basically paypal sucks.

Hmm.. there's a simple solution to this though. Charge and send packets via registered shipping all the time..

I 'm not sure I'lll be returning the favor.
This is a leason, no Paypal for me without registered Shipping.

You're very lucky, Slash. You've learned the lesson the easy way - a scare only.
The thing is, what if you sell to the USA - it may be UK only but we can't insure any packages to the USA. Not with Royal mail, anyway. Is it the same elsewhere?
Or do they insist on just a proof of postage and not actual insurance? Andy.

Err, yes you can Andy, if you use the International Signed for service you can specify a compensation amount upto £500.

Anyway if paypal automatically refund buyers, it's a problem... it's some kind of security hole... if that's true i'm gonna buy an expensive item and get refunded.... it's an easy way to make money... i can't imagine that paypal did not think about this.... I can't insure items to USA as well. But I think that paypal requests some form of tracking which registered mail offers anyway.
